क्या इसीलिए पाक का पानी बंद करेगा भारत ?
नई दिल्ली। सिंधु जल संधि को लेकर भारत की ओर से पाकिस्तान को भेजे गये नोटिस के बारे में बातचीत की और पूछा कि क्यों भारत ने सिंह पु जल संधि में संशोधन के लिए पाकिस्तान को नोटिस भेजा है? हमने यह भी जाना कि क्या पाकिस्तान का पानी बंद करने की तैयारी है? हमने उन्हें याद दिलाया कि उरी हमले के बाद प्रधानमंत्री मोदी ने कहा भी था कि खून और पानी साथ-साथ नहीं बह सकते।
इसके जवाब में ब्रिगेडियरसे वानिवृत्त श्री डीएस त्रिपाठी ने कहा कि भारत ने सितंबर 1960 की सिंह जल संधि की समीक्षा और उसमें संशोधन के लिए पाकिस्तान को नोटिस भेजा है। उन्होंने कहा कि दरअसल पाकिस्तान को पहली बार यह नोटिस छह दशक पुरानी इस संधि को लागू करने से जुड़े विवाद निपटारा तंत्र के अनुपालन को लेकर अपने रुख
पर अड़े रहने के कारण भेजा गया है। उन्होंने कहा कि यह नोटिस इसलिए भेजा गया है ताकि 19 सितंबर 1960 को किये गए इस समझौते में बदलाव को लेकर प्रक्रिया शुरू की जा सके। ब्रिगेडियर सेवानिवृत्त श्री डीएस त्रिपाठी ने कहा कि संधि की समीक्षा और उसमें संशोधन के लिये भारत का नोटिस विवाद समाधान तंत्र तक ही सीमित नहीं है और पिछले 62 साल के अनुभवों के आ पर पर संधि के विभिन्न अन्य प्रावध तानों पर भी चर्चा हो सकती है।
उन्होंने कहा कि इस संधि के मिल रहा है। मुताबिक पूर्वी नदियों का पानी, कुछ अपवादों को छोड़ दें, तो भारत बिना रोकटोक के इस्तेमाल कर सकता है। भारत से जुड़े प्रावधानों के तहत रावी, सतलुज और ब्यास नदियों के पानी का इस्तेमाल परिवहन बिजली और कृषि के लिए करने का अधि कार भारत को दिया गया। ब्रिगेडियर
सेवानिवृत्त श्री डीएस त्रिपाठी ने कहा कि भारत द्वारा पाकिस्तान को यह नोटिस किशनगंगा और रातले अ पनबिजली परियोजनाओं से जुड़े मुद्दे पर मतभेद के समाधान को लेकर पड़ोसी देश के अपने रुख पर अड़े रहने के मद्देनजर भेजा गया है। यह नोटिस सिंधु जल संधि के अनुच्छेद 12 (3) के प्रावधानों के तहत भेजा गया है। उन्होंने कहा कि जब यह संधि हुई थी तब पाकिस्तान को इसका ज्यादा लाभ दिया गया जबकि ट जम्मू-कश्मीर को उसका हक नही
उन्होंने कहा कि जम्मू-कश्मीर विधानसभा में यह प्रस्ताव लाया भी जा चुका है कि इस भेदभाव वाली संधि को रद्द किया जाये। उन्होंने कहा कि समय आ गया है कि पाकिस्तान को सबक भी सिखाया जाये और इस संधि का लाभ दोनों पक्षों को बराबर तरीके से मिले ।

In response, Shri DS Tripathi, retired Brigadier, said that India has sent a notice to Pakistan to review and amend the Singh Water Treaty of September 1960. He said that in fact, for the first time, this notice was given to Pakistan to clarify its stand regarding compliance of the dispute settlement mechanism related to the implementation of this six-decade-old treaty.
But has been sent for being adamant. He said that this notice has been sent so that the process can be started regarding the change in this agreement made on 19 September 1960. Brigadier Retd Shri DS Tripathi said that India's notice for review and amendment of the treaty is not limited to the dispute resolution mechanism and various other provisions of the treaty can also be discussed based on the experiences of the last 62 years.
He is getting of this treaty. According to it, India can use the water of the eastern rivers without restriction, barring a few exceptions. Under the provisions related to India, India was given the right to use the water of Ravi, Sutlej and Beas rivers for transportation, electricity and agriculture. brigadier
Retired Shri DS Tripathi said that this notice has been sent by India to Pakistan in view of the neighboring country's firm stand on resolving differences on the issue related to Kishanganga and Ratle A hydroelectric projects. This notice has been sent under the provisions of Article 12(3) of the Indus Water Treaty. He said that when this treaty was signed, Pakistan was given more benefits while Jammu and Kashmir was not entitled to it.
He said that a proposal has also been brought in the Jammu and Kashmir Legislative Assembly to cancel this discriminatory treaty. He said that the time has come to teach a lesson to Pakistan as well and both the parties should get the benefits of this treaty equally.
